Various Fixes and Adjustments for Responsiveness of Custom Template

It is a custom template recently done. I need an expert to fix various items regarding a custom Joomla template:

1. Responsiveness

2. Compatibility on WP, iPhone, iPad, Android and Tablets

3. Certain fixes needed for background to make it compatible with Full HD displays

Need to add an aspect of typography:

1. Bullet points

In addition, we'd like to additional effects:

1. Mouse over effects for interactive icons

2. Bubble square popups to be fully linked to it's intended Read More Link

3. A section on the front page we'd like to have a layer to show up when we mouse-over a particular area (in addition to the bubble square popups)

4. For all inner pages, we'd like the content area background to be fully static (not moving when we scroll up and down, and does not resize based on content length)

NOTE: The work is limited to updating template script files hosted on our development server ([url removed, login to view]) as we have no FTP access for the live site. The expert must point out which file/folder to update, etc. according to the relative file/folder path. Any additional content would have to be added manually via the CMS.
